For this competition, is there a requirement to be legally incorporated (have a TIN, etc)?

Referencing this requirement: Each Team that registers for the Challenge as an entity (or other than an individual), must be a lawfully organized entity established in accordance with applicable State laws and in good standing in their respective jurisdiction, with operations in the U.S. or its Territories or a foreign legal entity having an officially recognized place of business in the U.S. or its Territories. The Team must be able to receive payments that are legally made from the U.S. in U.S. dollars.

I am 98% certain that it is NOT a requirement to be legally incorporated in order to enter this competition. As a benchmark example, our intent there was to make this Challenge open enough for students to participate, which assumes that administrative burdens like incorporation would not be required.
I will double check with the Challenge's legal counsel right away and hope to receieve confirmation on Monday.

I received confirmation on the question of legal incorporation. The competition is being conducted under authority of the America COMPETES Act, 15 USC 3719. This statute specifically states that “in the case of a private entity, shall be incorporated in and maintain a primary place of business in the United States, and in the case of an individual, whether participating singly or in a group, shall be a citizen or permanent resident of the United Stated.” 15 USC 3719(g)(3).
Therefore, if particpating as an individual, a corporation is NOT required.
